Default Cheapest Place to buy cylinders?

As you all know I'm about to take the plunge. Now I need to acquire a cylinder. Where is the cheapest place to buy one?
Is it safe to buy second hand?

What other items will I need with the cylinder?

    Thanks!

ps. Any body got one of these??

Keep forgetting to ask you Lewis...

    1. Did you get a certificate when you bought this new cylinder?

    2. Did you have to get it tested seeing as it was new?

    3. Did that price included the valve tap?

    Sorry for just questions....

The bottle came with the valve, but it was not tested. Was lucky at the dive shop- they filled it without it being tested. The new bottle must still be tested and then I will get the certificate.

Note that it is important that cylinders imported or bought locally must have a pressure test certificate as well as a test history. Dive operators are catching on and refusing to charge cylinders in absence of such a certificate or if the last visual inspection date is unknown. Rather go through a reputable dealer or purchase 2nd hand diving equipment with proper papers.
